PacCARE: PacELF Programme Coordinating and Review Group

1.0 Purpose:

To participate in the global programme for the elimination of lymphatic filariasis by:

1.1 Coordinating PacELF activities on behalf of PacELF members.

1.2 Conducting reviews of country programmes including applications and reapplications for drug supplies made by PacELF member countries.

1.3 Conducting reviews for the next step strategy of the PacELF programme.

1.4 Carrying out other functions at the request of PacELF members, WHO, or other partner agencies.


2.0 Composition:

2.1 7 members;

- 1 member from each of the 4 recognised regions of the Pacific (Melanesia, Micronesia, Polynesia and French Territories)
- 2 Lymphatic Filariasis experts
- 1 WHO Representative (PacELF Secretariat)

Members shall be recognized experts in Lymphatic Filariasis and/or Tropical Public Health or other expertise of benefit to PacELF.

2.2 Members are nominated by PacELF member countries and appointed by the WHO Regional Director for the Western Pacific Region.

2.3 Membership shall be 3 years renewable once, following WHO Regional Director approval.

2.4 The Chairperson and Vice Chairperson shall be appointed by the PacCARE members.

2.5 PacELF members and representatives from other partner/donor agencies may attend PacCARE meetings as observers.

 

3.0 Location:

3.1 PacELF Secretariat will be based at Mataika House, Fiji Centre for Communicable Disease Control, Suva, Fiji.

 

4.0 Terms of Reference:

4.1 Promote the purpose and activities of PacELF.

4.2 Provide technical guidance to countries for the development and review of national plans of action for the elimination of Lymphatic Filariasis which are consistent with public health policies and which take into consideration the specific issues of each country. 

4.3 Provide support to countries for the implementation of national plans in accordance with global and regional strategies for the elimination of the Disease.

4.4 Consider additional activities for PacCARE to undertake on behalf of PacELF member countries or for country specific requirements.

4.5 Set up and maintain information networks between PacELF member countries and the regional and global programmes.

4.6 Organize PacCARE meeting at least once a year.

4.7 Organize PacELF meetings periodically when required.

4.8 Promote coordination with WHO, other partners/donors agencies, and NGOs to support PacELF.

4.9 Review country programmes and make recommendations to the Regional Director.

4.10 Monitor the evaluation process after the completion of the 5th MDA with the C and D type surveys.

4.11 Make specific recommendations for the national programmes in line with the PacELF strategy.

4.12 Promote technical coordination with WHO and scientific agencies/institutions to support country programmes.

 

5.0 Review Process

PacCARE will review country programmes and applications as defined by the Global PRG which include:

  • Ministerial commitment to the elimination of lymphatic filariasis.
  • Initial epidemiological and parasitological data from both the historical and the baseline and mid-term surveys.
  • Presence of a national co-ordination committee or a responsible person (small countries)
  • Clear indication of resource requirements and delivery system needed to implement the intervention programme
  • Technical capacity present already or clear statement of how such capacity will be provided
  • Guaranteed exemption from, or counter-part payments for, fees to cover customs duties, acceptance and clearance: evidence of mechanisms in place for appropriate drug handling and warehousing.
  • A plan to have an impact assessment on transmission on a subset or a sentinel group of the treated population.
  • The capacity/adequacy to identify /monitor and report serious adverse experiences.
1 The PacCARE will review national plans of action for lymphatic filariasis elimination programmes, including requests for supplies of albendazole and DEC required by countries. Recommendations will be made to the national programmes on the feasibility of the plans of action so as to ensure consistency with the global strategy for elimination of Lymphatic Filariasis, Pacific issues and other public health considerations. Close collaborative ties will be established, between Ministries of Health and the PacCARE.
2 The PacCARE will periodically review the continuing availability of albendazole and DEC to a Government, or organization working in association with (or permission of) the government, taking into consideration reports submitted by the government or organization concerned.
3 Recommendations will be made to the Regional Director and WHO/HQ as to the conditions under which the albendazole should be supplied free of charge for use in the country or programme concerned and any other matters or issues relevant to filariasis.
4 The PacELF secretariat will provide to the PacCARE all information available to it on the conditions in the countries concerned, including information obtained through site visits carried out to obtain information and provide technical assistance, as well as other matters relating to the use of the albendazole and DEC in order to assist the PacCARE in reaching a conclusion on the plan under review.

The above mentioned TOR has been endorsed at the 8th PacCARE Meeting (The Warwick Fiji, Coral Coast, Fiji, 1st April 2006).
